An iPhone 6s, iPhone 6s Plus, iPhone 7, iPhone 7 Plus, or iPhone SE 1 isn't capable of 16 or above; they require an A11 or better CPU. To install 15.8.6, use a computer or the Software Update function in Settings.

The iPhone 7 Plus, which ran iOS 10.0 when Apple released it in September 2016 (about 9 and a half years ago), received five major iOS updates. It lacks hardware that all iPhones which can run iOS 16 or higher have, and will never be able to update past iOS 15.
