Can't add payment to iCloud+ due to region and credit

I have an iCloud+ subscription with apple credit ( I have never added a payment method before)

Credit has gone low and now I need to add a payment method for the subscription ($0.05 left in balance)

Whenever I try to add a payment method, it automatically declines. I am assuming it's because the billing address on the account is USA and the card's billing address is from another country.

I can't switch the region because there's still balance in the account, and I am not able to remove them.

What can I do in this situation?

You're probably right about the card address issue.
