No one is "spying on" you. It may just be a glitch --so, upgrade to Ventura (see E.)

A. Start with a Safe Mode Boot:

Go here: Start Up your Mac in Safe Mode - Apple Support

B. View Login Items:

Go To: System Settings > General > Login Items & Extensions > Toggle Off: anything relevant to WiFi or by the name of sh rid of Items that are Not Needed

C. Uninstall Security Software:

Have any Security Software installed? If so, it may be getting in the way here. So, uninstall it, but using the uninstaller providing by the Developer. Just Dragging & Dropping it to the Trash will leave paired system filed laying about.

D. Reinstall the macOS:

Nothing would be lost. It's just that misplaced items would be placed back to where they should be and corrupt system files would be replaced by clean files. Go Here: Reinstall macOS - Apple Support. Use the third bulleted method: [command + r].  IMPORTANT: Prior to and after updating your Mac, create a Time Machine Backup of it. That way you have something to restore your Mac from, should anything go wrong with the update.

E. Upgrade your macOS:

Go Here: Update macOS on Mac - Apple Support

IMPORTANT: Prior to and after updating your Maccreate a Time Machine Backup of it. That way you have something to restore your Mac from, should anything go wrong with the update.

This is NOT an attempt at spying on you.

if you are behind a Router that you control, your computer is unreachable from the Internet, whether Wi-Fi is ON or not. ONLY timely replies to your specific queries are allowed back through your Router.

So many operations on a MacBook Pro involve getting access to the Internet, it is likely some sloppy programming has turned it ON by default. Most users would never be annoyed by this. Most users would likely never notice, because they never turn Wi-Fi off.

if you don't like that, just remeber to turn it off after a Restart.

if you wish to make a case of it you can contact Support:
