I’ve recently bought an Apple Watch from eBay, brand new and sealed. When I turn it on to pair it with my iPhone, I don’t get the welcome screen or the animation for pairing. I get a very basic clock face, and basic settings. The serial number checks out as real with apple. Any idea how I can bring up the pairing screen?
Try force restarting the Apple Watch. Press and hold the Digital Crown and side buttons together for about 15 seconds until the Apple logo appears.
Was the price “too good to be true”? When purchasing a brand new Apple product of any kind, it’s certainly best to purchase directly from Apple or an Authorized Apple Retailer.

Those steps should have been followed by the seller before they sent you the watch. There is a section "Before you buy a watch from a third party" that also has important information. You might have to return the device if you can't get it to behave like a new one -- that would happen if the previous owner did not prepare it properly, or if there is something wrong with the watch.
I would never buy a computer, phone, watch etc. from eBay (because these sorts of problems happen a lot with eBay) but that's water under the bridge at this point.

Also ... the fact that it doesn't behave like a "new" watch when turned on is indicative that it really is not new. If you can, I would return it. If it was advertised as new, that is false advertising and ample grounds for an eBay return.
