Here is what Apple suggests doing: If you can't send or receive messages on your iPhone or iPad - Apple Support
Also test Messages with a Wi-Fi connection, and also check with your mobile operator.

Troubleshooting iMessage:
A. See if this Pertains to Messages App:
You are using iMessages here --not Messages. So, does this occur in just the iMessages app? Or is this occurring in the Messages app, as well? The continuously-rotating circle indicated it is in a loop, because it is having issues resigning text messages from iCloud.
B. Reenable iMessages on your iPhone:
See Here: Set Up iCloud for Messages on All your Devices - Apple Support. As it Reads: "Note: If you want to turn off Messages in iCloud on your Mac, deselect Enable Messages in iCloud. You can choose to disable Messages in iCloud for all your devices, or just your Mac."
