Try a A SafeBoot Start up your Mac in safe mode - Apple Support will sort many anomalies

Login and try making changes to your wallpaper there. Reboot as normal and test. Caches get rebuilt automatically.

Call Customer Support (800) MY–APPLE (800–692–7753) Let them drill down on the issue if no resolve.
