There are two blank layout templates: 1) one for word processing format, and 2) for page layout mode. The annotations on each are my own.
On the Pages toolbar, cliick the icon named Document. On that panel, is Document Body selected? If true, then you have a word processing document and a normal Insert menu should be present. Otherwise, you have a page layout mode document where you can only use Insert Page. Each page is also its own section.
If this is a page layout mode document and you still want to convert it to a word processing layout document, then close it and quit Pages. In the Finder, right-click on this document and select Duplicate from the secondary menu. Double-click on that duplicate Pages document in the Finder and with the document open in Pages, select "Convert to Word Processing" from its File menu.
