I don't know what you mean by allow folders for Wallpapers? In my Photos App, I have a folder of photos I've stored exclusively for Wallpapers. You have the ability to create folders on your iPhone in Photos and name them anything you want. You could create as many folders of photos you want for Wallpapers and you could name each folder individually. For example you could have a Folder of Wallpapers for Nature. Wallpapers which are Blue, Red, Green. Virtually anything you want.

Allowing Folders for Wallpapers:
Are looking to add is folders of your own on the home screen, as if it were a computer's Desktop? If so, know that digging through your system files is not a feature of iOS, as of this reply. If you would like it to be an option, then make a recommendation to Apple. As long as you have Files turn on in iCloud, and it is not made inaccessible by ScreenTime, then you'll see that app's Folder-appearing icon, for certain.
