Sharing iCloud with two different Apple ids

Can my wife set up her own Apple ID and still access the iCloud we established under my Apple ID?

If you mean iCloud+ then yes. If you mean your regular 5GB free iCloud then no. However, if you mean to share items like photos then yes, but they would be shared from your or her storage to the other person's. She couldn't put her photos into your storage instead of hers.
