Unable to complete iTunes Store account review on iPad

I just got a ipad and made a account and everything but tried to download something and it pops a message saying my account hasn't been used in the itunes store and to press review but when I do it won't connect to itunes store the page won't go threw idk what to do.

iPad, iPadOS 17

When you see "account hasn't been used in the iTunes store":

Means that Apple requires we have a payment method listed in our Apple Account for that first time we use the App Store or iTunes. (This is even if we only intend to download free apps etc.)
