MacBook Finder: Right-click 'Open' option missing

whenever i right click in macbook(updated to latest MacOS), i dont see open, instead its open in new tab, if i uncheck the box in finder setting that it will open in new window.. I have another Macbook, in which i open a folder in the same tab, and can open with double click.. i have tried everything , as i dont like clutter, a lot of window/tabs
