If someone’s Apple Pay is showing as restricted, it usually means the issue isn’t with Apple Pay itself but with Apple Cash, which is the part of the Wallet that handles sending/receiving money. When Apple Cash is restricted, Apple Pay can feel “blocked” even though the cards themselves still work.

Why Apple Pay / Apple Cash gets restricted

According to Apple’s own guidance and community experts, the most common reasons are:

  • Identity verification problems — failed or incomplete verification attempts can trigger a restriction.

  • Multiple accounts tied to the same Social Security number (if in the US).

  • Suspected fraud or unusual activity — Apple or Green Dot Bank may lock the account for safety.

  • Outdated or incorrect payment information — expired cards or mismatched billing details can cause restrictions.

What someone can still do when restricted

Even with a restriction, Apple says the user can still:

  • Use their existing Apple Cash balance for purchases

  • Transfer the balance to a bank account

  • But they cannot send or receive money or add funds until the restriction is cleared.

How to get Apple Pay / Apple Cash unrestricted

The steps that consistently work are:

1. Complete identity verification

Open Wallet → Apple Cash → More (•••) → Verify Identity

If verification has failed before, completing it correctly usually removes the restriction.

This is the #1 fix reported by Apple and users.

2. Update payment information

Make sure all cards in Wallet have:

  • Correct billing address

  • No expired or canceled cards

  • Incorrect info can trigger restrictions.

3. Contact Apple Support or Green Dot Bank

If the restriction doesn’t explain itself or verification keeps failing, Apple directs users to contact support.

For Apple Cash specifically, Green Dot Bank handles the account backend.

4. Check for suspicious activity

If Apple flagged unusual transactions or device activity, support may need to manually clear the restriction.
