iPhone passwords not syncing after new Apple ID setup.

1-ok, my Catalina has bit the dust which is expected, however I’ve lost my ID and iCloud on the oldie.

2-so with an Apple technician help I was able to access and create a new Apple ID on my iPad

3-and also on my iPhone which I thought it was good to go but I accidentally cut off the poor technician and I’m unable to access my passwords on the app on my iPhone, so it’s not syncing.

4-I completed the survey that I was totally satisfied but now I find that I’m not,

any suggestions out there in Apple land?
