You replied to a post from February 15th where at that time it was iOS 15.8.6 that was the last update available for the iPhone 7 and it could not be updated further. The minor point update in March makes no difference as far as being able to run software using iOS 17 as the OP was intending to do.

You aren't writing Apple Team. This is a user to user only forum. But even if you were writing Apple, the answer is the same as it is for anyone who owns a phone which is not capable of being updated to iOS 17. And that answer is you cannot. If you need a higher iOS version than your phone can support, then you need a newer or new iPhone. There's no way around that.

If you want something later than iOS 15, this will require a "forklift upgrade", i.e., buying a new iPhone. Apple no longer signs iOS 17, but all of the new and Certified Refurbished phones that Apple sells as of today can run iOS 26 and will be compatible with iOS 27. (Although the regular 15 and 15 Plus do not support Apple Intelligence.)
