M4 Pro Mac mini USB-C DisplayPort not working

How to enable display port on rear usb-c/TB5 ports of m4 pro mac mini?

If I plug a usb-c to DP cable from the rear usb-c port to a samsung g8 ... no signal. If I use that same cable via a TB4 dock (rear usb-c/TB -> TB4 cable -> tb4 dock) I get a picture on the monitor. This suggests it is not the cable nor the display port input on the monitor

If I use a usb-c to HDMI from the rear of the mm to an HDMI input on the monitor... all is fine which suggests that the dock (above) is not adding any magic.

Finally if I hook up a portable usb-c monitor from the rear usb-c/TB port of the mm to the usb-c in of the portable monitor that is fine.

What do I need to do to just hook my monitor up to the MM with a usb-c to DP cable?

You don't need to do anything to enable it – other than to keep your monitor configuration within the limits that the M4 Pro Mac mini's Technical Specifications say it supports.

DisplayPort Alt Mode support is present on the rear-panel USB-C ports (but not on the front-panel ones) all of the time.

Probably it is a matter of replacing the cable. Recent versions of macOS do not like seeing transmission errors and will reportedly cut display signal or resolution if they see any.
