Helping my brother get his iCloud account back

So if my brother had lost access to a specific email. And cant sign in due to not knowing the password. how would he get into the account? My brother has tried to reset the password and couldn’t due to not having a device with the account logged into. He does have cards and info that was last used or signed into on the account if that helps gaining access to the account in anyway

He would have to use Account Recovery where access to the email address or device is not required. It can be done by using the web, and there will be a waiting period. You may not get the email/message notifications stating the progress, but you can review that information online as well. All the information and instructions are seen here.

Account recovery might take a few days or longer, depending on the specific account information you can provide to verify your identity. One tip to using account recovery is to look for options in small blue letters beneath the normal log-in items if you cannot complete the requested information.
