App Store and Safari still allow access after restrictions have been applied for a child with 26.3 iOS update

My 10 year old has an iPhone 17 and previously before the update to 26.3 safari and app Store was blocked from access on the phone. I have all the restrictions turned on and even set an age limit on apps . However safari and app Store both show and allow access to the app. We also have an iPad and have same restrictions applied and both App Store and safari are blocked and don’t show on the app with both content restrictions on, screen time on and age limit these two apps continue to have access. How can this get fixed?
