Migrate Keychain data to Passwords?

Is there a way to migrate my Keychain data to Passwords? Google says to open Settings > Passwords and click something to export my data as a CSV file. Tahoe 26.3 doesn't have Settings > Passwords. I see Settings > Autofill & Passwords, and I don't a button for exporting a CSV file.

Google also suggests opening Safari > Settings > Passwords and then exporting a CSV file. But Safari 26.3 doesn't have Passwords in Settings. I tried Edit > Autofill > Passwords but this menu item is grayed out.
