It's normal for your iPhone to dim outside since the sunlight can heat up your iPhone and to prevent the iPhone from overheating, it will dim to regulate its internal temperatures. If that happens, try to move it to a cool place out of the sunlight.

If the interior temperature of your device exceeds the normal operating range, you might notice these changes:
* The display dims or goes black

Does your iPhone 12 Pro still have its original battery?

...If it's the original, it's probably due for replacement. And 83% is not healthy as Apple suggests having the battery replaced at around 80%.

Hi @alancito, I appreciate your responses but I don't think the battery is the problem. (Of course Apple recommends replacement at 80% as that means work for their stores.) I should have mentioned that the phone doesn't always stay dim. Often it snaps back to full brightness after a few minutes. Also should have mentioned that during the time it is dim, adjusting the brightness in Settings has no effect. It definitely seems like something is not working correctly.
