Something new has been added to the iPhone in that when I close an app by swiping up, it will disappear, but then later all of my previous apps that I closed that day reappear and have to be closed one more time. What can I do in my settings to allow me to close my apps just once.

In addition to what others have stated: Stop trying to close apps. Practically everything you can find on the internet that tells you that you should close iPhone apps is wrong.

...unless it is a streaming app designed to run in background, I am sick of Times Radio app using all my battery in the background. OK it's an app fault, but I need the app.
Swiping up an app will suspend it in the background.
It will stay there unless you force close it by swiping half way up then swiping it off.
But that is not necessary (maybe unless it is a streaming app designed to run in background)
That feature has existed since iphone X
What iOS version is your iPhone using? Have you updated to iOS 26.3 just released last week?
