If your voice memos do not sync from the Apple Watch to your iPhone, did you make sure, that in Settings -> [your name] -> iCloud, -> See All -> Voice Memos are enabled?
If yes, disable syncing for Voice Memos, close the Settings on your iPhone and restart your iPhone and Apple Watch, then enable syncing Voice Memos on your iPhone again. After a few moments your recordings should be synced back from iCloud into the "Watch Recordings" category.
