Same thing happened on my 16" MBP Intel 26.2 to update 26.3

Same as above had to force a shut down and try again, it was still on 26.2

it had to go through the whole download again— second time around it installed as expected.

I just had the same issue (16-inch 2019 MacBook Pro). Installation stopped with 5 minutes remaining. I waited a couple of hours. No CPU activity. I tried sending the Software Update process a signal 19 to "wake it up." I tried putting the Mac to sleep and waking it up. No luck on either attempt. So I crossed my fingers and restarted. Tahoe 26.2 was still active. I started the 26.3 process again, it downloaded everything again, but this time it did not stop at 5 minutes. Problem solved.

That happened to me. I just Quit (don't remember if I had to Force Quit or not) System Settings and reopened it and it started up again.

Wait for it.... The best way to get into trouble, is to interfere with the download and update process.
