How do I fix macOS Tahoe pop up blocker not working?

Apple MacOS Tahoe Pop Up blocker not working. Any way to make this actually work?

I've turned it off; turned it back on; tried all settings but it seems to have been turned off by someone. Apple or a hacker I don't know but it's not blocking any pop ups. Every single website I go to has a pop up when I arrive.

Is there some fix for another broken Apple system?

Even this one (Apple Community)?

If so something is definitely amiss with that system.

Please refer to Removing "Search Marquis" / "Search Baron" / etc on your own - Apple Community. Disregard the title, which addressed a related but outdated (by now, hopefully) problem. What I am asking for are the three screenshots it describes, under What you need to do. All three please.

If one of those folders is completely empty, that's ok, normal in fact, but be sure to indicate that folder contained absolutely zero items so that I don't assume you omitted it.
