At a technical level, to protect customers from fraud, many financial institutions mandate use of modern crypto-algorithms to secure web-browser (and App) access to their online banking services.

Older legacy devices, such as your iPad Air2, cannot be updated to current versions iPadOS that support the minimum security requirements mandated by your bank. As such, you have no alternative other than to use a much newer and fully supported device and browser.

Apple does not make their website or control anything to do with their services.

If you can’t update your iPad, you can’t access their site.
