How to free up storage on iPad without losing purchased apps?
If storage is full should I delete or off load if I don’t want to pay for it again if I want to play again

Either option will work. Deleting apps from the iPad will not remove them from your purchase list and can be re-downloaded for free as long as they still exist on the App Store.
Deleting removes the App and all its data.
Offloading removes the app, but preserves any user created data and files.
