When apple pay added official in thailand especially thailand bank.
Many tourist have a problem in thailand cause they cant use their apple pay like on train or paying.Also thai people have a problem with it when they go to another country for paying.
Apple does not preannounce their plans for their services. Use of electronic wallets and Apple Pay are governed by the banking regulations in the country they are added in. In other words, Thailand’s banking regulations must permit Apple Wallet and Apple Pay to work within their jurisdiction.

As i research apple want fee share from bank thats make deal doesnt happend.But i think there no way to make apple do it for free.
