Hi my messages are not syncing on new iphone16
ive Turned phone off and on again a couple of times, what else can I try please?

Please make sure all devices use the same Apple ID for iMessage. iPhone > Settings > Apps > Messages > Send & Receive > select correct accounts/numbers. Are any notifications received?
Under the Messages settings what is the default messaging app? Is iMessage enabled, if so please toggle the switch off and on a couple of times. Have you selected your phone number and email for receiving Apple Messages? Are your text messages being forwarded to another device?
As Jeff Donald has mentioned above, complete the steps that he has recommended.
If that does not help, then try Toggling iMessage OFF and back ON by opening Settings ➡️ Apps ➡️ Messages ➡️ iMessage (Turn it OFF and then back ON). See whether that helps to sync the messages.

its a new phone and messages were working but then stopped and says they are paused.
is the account number my iCloud address?
I’ve noticed on messages setting that send/Receive is ticked for both email and messages but that start message only has a ticked against one of these but can toggle between messages and emails. Does this sound right and do you have any other ideas please?

i know iPhones are meant to be unhackable but I’ve had my router hacked so could they have got my iPhone?
