Activation lock on used iPhone Xs

Activation lock can be removed only by the previous owner, with the credentials that were used to activate that iPhone. Without those credentials, that device is useless to you. Try and get a refund from the seller or the information needed to remove the activation lock. That iPhone will be useless to you without those credentials.

Ask the seller to remove the lock or give you a refund, or if applicable, ask the people running the store or website you bought it through for a refund. It's an anti-theft measure.

There is no bypass, it is up to the original owner to remove it and they can do that remotely if it was actually their phone that they sold to you.

Don’t be too surprised if the seller conveniently “disappears” or stops responding to you - leaving you with a useless and possibly stolen “brick”.
