Unable to add payment card

• Are you seeing any Messages?
• Do you have a VPN installed? That can interfere with the verification process and simply turning one off may not work, it would have to be uninstalled.

It is the bank of the issued card that approves it to be added to your Wallet, and depending on your bank, they may require you to download their app to receive a code for verification. If we also knew the bank of the issued card, others may be able to provide their experience with verification.

I assume you are referring to adding your card to the Wallet for Apple Pay purchases and not to your Apple Account, which is done in a completely different location.
