How to recover permanently deleted photos from iCloud?

No. Permanently means they are gone for good unless you kept a copy elsewhere, or emailed them to somebody, etc. If you just delete them then iCloud keeps them for 30 days before getting rid of them permanently. However, they will continue to take up some storage space until that happens.

When we choose to trash a picture, we get this:

When we select pictures to remove them from "Recently Deleted," we get this warning before the final step:

It says "This will delete the selected photos from iCloud and all connected devices." We should take this warning seriously. Once you go through these safety features, here is no extra extra safety.

Unfortunately, if you don't keep your own backups to an external drive, then there really isn't any place else to look. To back up your pictures you can plug in an external drive, select the pictures, and use Share>Save to Files. Alternatively, you can backup to a computer:

If you haven't done one of those backups, then your remaining pictures continue to be in peril.
