You can’t. For that phone. IOS 16 is the end of the line.

Open Settings ➢ General ➢ Software Update.

If you get the message; "iOS is up to date", then your iPhone has reached the end-of-life support for Software Updates to the latest iOS operating system, depriving you of new features created many years ago.

iOS 17 is no longer available from Apple, so an update to iOS 17 is not possible.

What is it that you are trying to accomplish?

What model of iPhone do you have? What iOS version are you trying to install?

As Katana-San said, it depends on your budget and needs.

Going by MacTracker, it appears that iPhones often get four to six major iOS updates, with five being common.

The oldest models that Apple currently sells in the U.S. Certified Refurbished store (Refurbished iPhone Deals - Apple) are 15-series ones. These originally shipped with iOS 17, and so have already received two major updates. While there are no guarantees, one might reasonably expect them to get at least three more.

Note that with the 15-series phones, Apple Intelligence is only available for Pro and Pro Max models. The regular 15 and the 15 Plus do not have the requisite 8 GB of RAM. The greater amount of RAM in the 15 Pro, 15 Pro Max, and newer models might be a point in their favor even if you plan to keep Apple Intelligence turned off. (With the 16-series and 17-series, all of the phones, including the budget 16e and 17e, have 8 GB of RAM.)
