My mother set my phone age to 9 years old when she got it and she refuses to change it except I’m actually 17 years old. I need my age setting higher so I can access import apps and sign into accounts. and I don’t have her password. Is there anyway Apple can change it for me if I provide my id and prove my age?

We can't help you. And Apple won't get involved in an age dispute between you and your mother. You'll need to work this out with your mother. Or, you can go buy your own device with your own money and set it up new with your correct age.
