Is there a Library option on final cut pro on the iPad?
is there an option on ipad for a new Library? All I see is the option for new projects

I haven't dabbled with Final Cut Pro on iPad myself.
Reportedly, Final Cut Pro for iPad uses a streamlined, project-based system rather than the traditional desktop "Library" container. Projects are stored in the "On My iPad" folder or on connected external storage. Media is imported into these projects, and you can manage, browse, and organize projects via the project list screen.
