Unable to add Lloyds Bank debit card to Apple Wallet

Hello, I am having an issue adding my Lloyds Bank debit card to the wallet. I had it before, but I logged out of my account twice, which removed the cards from the wallet. The first time I logged out and then logged in, adding the card worked fine, but the second time it didn't, and since then I haven't been able to add it. I spoke to the bank and various departments, like fraud protection and wallet support, and they said the issue is not on their end. Other bank cards (from different banks I added back) have worked, but that specific debit card hasn't. Also, my Lloyds credit card adds just fine. The bank told me to contact Apple Support because the issue originates there. Any help would be appreciated. Thanks.

I also want to mention that the first time I logged out of my account was because I changed my region settings to another country, but that was not an issue when I added the card back, and it worked.

I hope everything I have written makes sense.

Being out of the country is a known issue for many banks. Your iPhone will use your current location and report it to the PNO and bank. It’s possible the PNO is not sending the request through to the bank because of location and other fraud prevention security settings.

The bank’s support team or IT department will need to reach out to the PNO and confirm the status of your account. If necessary they can reach out to Apple engineering through their support channels.

The entire process of adding a card to your Apple Wallet is anonymous to Apple. The data is encrypted on your device and sent to PNO. Apple doesn’t have the key to decrypt the data. So, the process operates blindly. If the PNO verifies the card and account, data is sent to bank. Bank decrypts data and verifies you and your device typically via a Two Factor Authentication text. Once the bank verifies and authenticates, the bank generates an encrypted dynamic token that represents your account and sends it to Apple servers. When Apple receives the token, they add the token to the Secure Element. Apple really isn’t involved in the process. The only way for Apple to troubleshoot the issue is for Lloyds and PNO to contact Apple.

Ok, you may have inadvertently tripped an anti-fraud security measure and are temporarily blocked for several days. This is an automated system and it will reset in a day or two. When trying to add a card do not attempt to add a card more than twice.

Do you use a VPN? Have you traveled recently and is the Lloyds mobile banking app updated to latest version and are you logged in?

It's been a month since I last managed to add it back. I try once a week, but it doesn't work. I'm currently out of the country and probably won’t return for a few months. I am logged into the app, and everything is up to date.

Yesterday I spoke to the bank on the phone, and they asked me to try adding it while on the phone so they could see if the issue was on their end, but according to them, it wasn't.

I have not used a VPN.
