By design, if the iPad has been shut-down, it will automatically restart when connected to a source of external power. Should you wish to do so, the iPad can be manually shut-down while it is connected to its Power Adapter; the iPad will continue to charge while in this state.
However, if power is interrupted, or the Power Adapter is disconnected and reconnected, the iPad will automatically restart.
