My phone is constantly trying to use Apple Intelligence or Siri (depending on what I turn on or off) and it’s getting quite annoying as it’s messing with my volume and such. I updated to the latest iOS and it’s still happening. Any ideas?

Do you have Siri set to listen for "Hey Siri" or just "Siri"? If it is just "Siri", then change it to "Hey Siri", that will eliminate false activations when it hears words like "Serious", "Cereal" or any other similar sounding words.
