So i use telegram a lot and it stores a lot of data. Even if i clear the cache and storage from inside the app, it still doesn’t show in the iphone storage. After I’ve done research, the only way is to delete and reinstall the app. Like for real! I don’t know i meed help here

You are correct. I also read up on this subject and came to a conclusion that you have to delete and reinstall the Telegram app to completely reclaim the storage space claimed by cache and storage. Offloading and installing the app does not help either.
