With that said, why do you need to create one? If you have an iPhone, you should already have an account and should be able to log in to it at https://account.apple.com, whether the iPhone works or not.

What are you trying to do? Whatever it is you can just do it with your existing account (you had to have one at least to be able to post here at all).

In addition to signing into your account at https://account.apple.com/ in a web browser, you can also have limited access to some services on your Android device. Android has limited iCloud access apart from what you can do with iCloud.com through a web browser. You can use Apple Music with the native Apple app for Android. You can configure a third party mail reader to get access to iCloud.com email addresses. You can watch Apple TV with a web browser. That's about it. For other things you can transfer data sets from Android but it isn't constantly updating the way iCloud really operates unless you go through each process multiple times per day.
