Most models of iPhones are, or were, available with multiple storage capacities. You want more storage, you pay more. All iPhone 7 Plus variants have an Apple A10 Fusion processor and 3 GB of RAM, but the color of the case, and the amount of storage, could and did vary.
MacTracker says that initial prices for the iPhone 7 Plus were $769 USD (32 GB), $869 USD (128 GB), and $969 USD (256 GB). If you were planning on storing much of anything on the phone in the way of apps, music, movies, etc., a model with 128 GB or more would clearly have been the way to go.

Hi, they came in 4 sizes in most markets, 32, 64, 128 and 256.
Because Apple marketed that model (and every model of the iPhone for that matter) with varying amounts of storage to hit different price points.
All versions of the iPhone 7 Plus were discontinued in September of 2019.
Apple built them that way so that people wouldn't have to pay for more storage than they need.
