I don't know precisely. Community members are Apple users ... Apple is not here, and unlikely to read your post. Haven't seen any explanation.

I understand inbuilt security software, and the operating system on a device does need to be adequate to access iCloud.

Below is a link to Apple Support's article:

See: "System requirements for iCloud: "These are the recommended system requirements and minimum system requirements for iCloud."

and

"Cloud1 requires an Apple Account, an active internet connection and up-to-date software. If you meet the recommended system requirements (as listed in the linked article), you can take advantage of the latest iCloud features and get the best overall experience."

The only mention of Android devices I found in the article says:

"Some Android devices can use iCloud.com, but the site works best when using supported browsers on macOS, iOS, iPadOS and Windows."

"Some iCloud features aren’t available for Managed Apple Accounts."

"Some features aren’t available in all countries and regions."
