I am trying to change my Apple ID country from US to Lebanon.
I have a remaining balance of $0.28 that I cannot use, and the system is blocking the country change.
I understand the balance will be forfeited.
Could you please clear the remaining balance or allow the country change?

The people on these boards are mostly other customers and can't. Buy something more expensive than your balance and use a different payment method from the current region for the extra amount; if you can't, click here and ask the iTunes Store staff to zero it.

Only Apple can doing that by contacting them directly.
Support does vary by region, so the only other options are to add a payment method from the current region to make a purchase and clear that balance, or abandon that Apple Account completely and create a new one.
How can I clear my Apple Account balance to change region?
