End to end encryption loop.

I am stuck in an end to end encryption trust loop, for reference I haven’t had any apple products in 12 years! When I try to sync my iCloud data it says “if you can’t remember MacBook password you won’t be able to access iCloud data” and advances data protection is off by default, iCloud Keychain is off by default as well. I tried resetting all settings, still nothing. Went to appleId it’s not listed under my devices. How do I get past this!?
