Hi does anyone know when the new iPhone 17 pro max will finally be restocked in stores. There are about 10 Apple stores near me and all are out of stock. I would expect this when it first came out but it’s about to be march. I know I can ship it but I’d rather buy it at the store. I’ve been trying for the last 3 weeks now and it’s always out of stock.

If you know what color and storage capacity that you want.....and you don't want to wait and continue to take your chances......you do have the option to buy from Apple online and specify that you want to pick up the phone at the Apple Store of your choice.
You will be notified when the Apple Store receives your phone and it is ready for pick up. A person at the store will help you with the setup if you wish.

As for the original question, I’d order what I wanted, either for pickup — use the check nearby stores mechanism for what is in store stock — or for delivery. And an appropriate configuration was in store stock, I’d order it for pickup so it doesn’t sell beforehand.
I'm not sure what you consider "near" you, but it would be incredibly unusual to have 10 actual Apple Stores within a reasonable distance. Are you sure those aren't resellers as opposed to actual Apple Stores?
I suspect New York City. The city proper has 6 or 7 stores. Within a 50 mile radius of Manhattan probably 25 to 30 stores. You’ve stores in Connecticut, New Jersey and Pennsylvania, not to mention additional stores in in NY going north.
Order one online from Apple.
You’ll get a delivery schedule, and will get what you want.
If you’re in the US, tariffs have been effecting international shipping and delivery, and stocking.
Not to mention worldwide product demand. My understanding is some models are still constrained in some markets.
