is anyone able to use cross platform rcs chat i.e with android users in india. As i am using jio carrier, but rcs chat option is not visible. It showing only sms option to send to android users.

IF JIO doesn't offer RCS then you won't be able to use it. I assume you've already contacted them about the issue.
