Purchases from Apple’s movie Store are protected for download and playback on your own authorized devices that are compatible with the Apple TV app (Mac, PC, iPhone, iPad).

While you can move a downloaded file to a flash drive (e.g. to save storage space), it can’t be played on a different device than where it was downloaded from, as that will not be authorized.

• For car use, consider an iPad or laptop with enough storage.
• For TV use, consider a smart TV that has the Apple TV app, or connecting an HDMI streaming device that has the Apple TV app. That would use direct internet streaming, not a downloaded file. An iPad or laptop that can output through HDMI should also work (but less convenient).
• Else get content that doesn’t require authorization (e.g. home videos).
