How do I fix poor-quality, out-of-sync sound and non-functional volume control on Mac mini with Chrome?

Suddenly my sound from the web (Chrome) is poor quality, out of sync, and the volume control on my Mac does not work. The control on my Ooontz does work, but strangely: Sound comes on very loud at first. This all happens with Music too.

Firefox and Safari are the same.

Mac Mini 2018 Ventura 13.1

Thanks!

Are you using the Oonzt 3 bluetooth speaker with an iPhone or other device..?

Are you using other external audio devices with the Mac mini s besides the Oontz 3..?

If the answer is yes to either of those questions, then that could explain the out of sync issue.

If you are going back and forth between devices, then that could explain the Loud at first issue.

Not having the same volume control over internal, wired external and bluetooth devices is normal.
