The DVD-Video standard specifies “Standard Definition” (720×480 NTSC 29.97 fps interlaced/23.976 fps progressive, 720×576 PAL 25 fps) in MPEG-2 format at no more than 10 Mbps. Usually between 4–8, though, depending on content (randomness and fast action require more bitrate than e.g. a talking head). This way, a DVD can hold about 2 hours of video at good quality (but still SD). For 71 minutes, 8 Mbps throughout is no issue (excellent quality, but still SD). Time is all you need to worry about; the software re-encoding will make it small enough.

If you want to burn your video with other specifications (e.g. .mov/.mp4/.m4v, high bitrate, high resolution, ProRes video codec, etc.), then it will not play as DVD-Video in a set-top DVD player. DVD-R discs come in sizes 4.7/8.5 GB.
If you want to burn your video as Blu-ray, then you will need a Blu-ray encoder and a Blu-ray disc and a Blu-ray burner drive and Blu-ray burner software. Writable Blu-ray discs come in sizes 25/50/100/128 GB, for burner drives that also support each of these sizes.
But these days, I wouldn’t bother with optical discs, if I can avoid it. I just send .mp4 files with H.264 video and AAC audio instead, compatible with computers, smart phones, tablets, many modern TVs and streaming devices. Or maybe with H.265 video for even better quality at even smaller sizes, if I know the recipient’s compatibility.
