some settings are stuck and when i try to change them it requires screen time passcode and i never made one or anyone in my family how to reset screen time passcode if it doesn’t show the don’t remember button and i never made a passcode

If you never set this, I’d change your device passcode, and your Apple Account password, and all other important passwords. Also enable two-factor authentication, if that is not already enabled.
Are you in family sharing? If so, check on the organizer’s device.
yeah i’m not seeing the change the screen time passcode at all like it’s not their at all which is weird
