If you just want to transfer them to iCloud Drive, then just drag and drop them from the One Drive folder in Finder to the iCloud Drive folder.

If you want to add them to your Photos library so they sync to iCloud Photos, then import them to the Photos app on your Mac by using the Import option the File menu and navigating to the One Drive location in the import window.

If you aren't using One Drive for Mac and just access One Drive on the web, you will need to download the photos to your Mac from the website, and then either copy them to iCloud drive or import them to the Photos app to sync with iCloud Photos.
