Apple changes batteries on iPhones very easily. They should have no issue. If the service center told you this, they are likely not an apple authorized center or not equipped to handle battery replacements.

If there's damage to the device Apple may choose to not to replace the battery, as it may cause further damage, since the screen needs to be removed.

You need to have the screen repaired first, then once that is done you can get the battery replaced.

The cost of repairing both may be too high to justify and it may make more sense to just buy a new iPhone instead.
